In accordance with the work arrangements of the provincial party committee and the provincial government on the reform of the centralized procurement system for medical consumables and the “Guangdong Provincial Health and Family Planning Commission and other nine departments on the issuance of medical supplies for medical institutions in Guangdong Province (Trial)†(Guangdong Wei [2016] 〕 No. 53, hereinafter referred to as the “Measuresâ€, the province will start the centralized trading of medical consumables through the provincial third-party drug electronic trading platform (hereinafter referred to as the provincial trading platform) in October 2016. In order to ensure the smooth implementation of the transaction, the relevant matters and requirements are hereby notified as follows:
First, the scope of implementation
Medical consumables used by government-run grassroots medical and health institutions, public medical institutions at or above the county level, and health and family planning service organizations (hereinafter referred to as medical institutions) must be purchased through provincial trading platforms. Encourage other medical institutions to enter the provincial trading platform for procurement.
Second, the transaction method
The province will develop a catalogue of medical consumables in batches, including bidding procurement catalogues and bargaining procurement catalogues. The varieties included in the bidding procurement catalogue will be auctioned, and the varieties included in the bargaining catalogue will be bargained. Direct online transactions are not included in the bidding and bargaining lists.
All varieties before the completion of the procurement catalogue shall be negotiated by the medical institution in accordance with the price negotiation mechanism of quantity procurement and volume price, and directly negotiate with the manufacturer at the current purchase price of the variety of the medical institution through the provincial trading platform. . All the varieties that are valid for registration on the provincial trading platform are included in the scope of the transaction, and will be supplemented regularly according to the registration review. After the bidding or bargaining procurement catalogue is completed, the varieties included in the catalogue will be transferred to the bidding or bargaining transaction, and the specific work will be notified separately.
Third, do a good job in convergence and management
After the provincial trading platform medical supplies are officially linked to the Internet, a unified organization, unified platform, and unified supervision are implemented. The municipalities no longer organize the procurement of medical consumables by the city, and no separate procurement platform. Stop all products outside the catalogue and purchase through non-provincial trading platforms. Medical institutions may not delay the execution time of the transaction of the medical consumables trading platform on the grounds of local bidding and large inventory. The administrative departments of health and family planning at all levels should actively carry out the work of convergence, organize and mobilize medical institutions within their jurisdiction to promptly clean up inventory, reduce the amount of new purchases, and urge medical institutions to do the following work:
(1) Do a good job in registration and information update for medical institutions.
All medical institutions shall register and submit the application materials according to the notification requirements of the Provincial Drug Trading Center. The institutions that have signed up for the drug transaction at the Provincial Drug Trading Center do not need to re-register and register, and the medical drug user name and password will be separately issued by the Provincial Drug Trading Center. Enter the provincial trading platform to trade, and pay attention to the basic information maintenance work. In particular, when there is a change in the person in charge of the medical consumables purchasing department, it is necessary to update the contact name, telephone number, e-mail address and other information content in a timely manner.
(2) Equipping procurement staff.
The province will divide the batch to carry out trading methods and system operation training. All medical institutions should arrange special personnel to be responsible for the specific work of medical consumables procurement, and actively organize personnel to participate in relevant training to provide a guarantee for the transaction of medical consumables.
